AI is revolutionizing various sectors, significantly impacting healthcare, scientific discovery, and the economy. To harness this potential, the U.S. must establish effective policy frameworks that maintain its position as an AI leader. Key recommendations include investing in AI infrastructure, implementing export controls, ensuring access to computational resources, and adopting a risk-based regulatory approach. Furthermore, the government should modernize its AI adoption, promote interoperable solutions, and lead international pro-innovation standards. Policymaking will influence the global AI landscape, and a collaborative, innovation-driven approach is essential for maximizing AI’s benefits while safeguarding national security. Google is committed to supporting this effort.
Artificial Intelligence is not merely a scientific advancement — it’s a fundamental change in the way we achieve advancements.
We are already witnessing AI’s potential to transform healthcare, speed up scientific discoveries, and enhance our economy positively.
However, it is now crucial for us to take advantage of this opportunity. To do so, we require appropriate policy frameworks that will solidify America’s role as a leader in AI and foster a new age of possibilities.
We outline some suggestions on this topic in our response to the Office of Science and Technology Policy’s Request for Information.
Our response emphasizes three primary areas:
- Invest in AI. Federal and local governments must collaborate on policy reforms to tackle the increasing energy demands, which are vital for expanding AI infrastructure. We also need export controls that not only safeguard our national security but also allow America to export and offer AI services in international markets. American researchers require access to computational resources, which necessitates forging innovative partnerships with national laboratories. Additionally, the federal government should adopt policy frameworks that maintain data access for equitable learning, promote a risk-based strategy for AI applications grounded in existing regulations, and prevent a fragmented array of state-level rules governing advanced AI development.
- Accelerate and modernize government AI adoption. The government should take the lead in embracing and employing AI. This could involve implementing multi-vendor, interoperable AI solutions and improving procurement processes for AI and other emerging technologies.
- Promote pro-innovation approaches internationally. The federal government ought to advocate for market-driven and widely accepted technical standards, leveraging the Commerce Department’s prominent role with the International Standards Organization and other standards-setting bodies. Collaborating with industry stakeholders and like-minded countries, we should also establish protocols and benchmarks concerning the potential risks of advanced AI systems. Finally, the Administration can bolster American AI leadership by addressing restrictive foreign AI practices.
As Vice President Vance mentioned earlier this year in Paris, this is our opportunity to “capture lightning in a bottle.” AI presents us with the chance to enhance lives globally — it is our responsibility not to let this opportunity slip away.

An approach that fosters innovation while safeguarding national security and ensuring broad benefits will enable us to unlock AI’s transformative capabilities and maintain America’s leadership.
