Kellaway (117 not out from 101 balls) and Handscomb (91 not out from 52 balls) led a remarkable partnership, sharing an unbeaten 145-run collaboration that ensured a bonus-point win.
Victoria is set to face South Australia in the final on March 1, with the Redbacks, who topped the ladder, having secured the right to host the match.
Entering the final round of the season, Victoria found themselves in fourth place. However, a surprising defeat for third-placed Queensland against last-placed WA allowed Victoria to leap ahead of NSW, who began the round in second position.
Handscomb was given a second chance when wicketkeeper Josh Philippe dropped a challenging one-handed diving catch while he was on 8. He faced a close lbw shout soon after but managed to stay at the crease. Seizing the opportunity, he delivered a crucial innings, striking 12 fours and two sixes in a power-packed performance.
Kellaway equally shone, hitting 13 fours and three sixes on his way to a maiden List A century.
For NSW, it was a disappointing conclusion to the season, having started their final regular-season match in second place, knowing that a loss would eliminate their chances of reaching the final.
The dropped catch of Handscomb proved to be a pivotal moment, as Shaw and Green took command of the innings from that juncture.
Nevertheless, Victoria made the chase look effortless, scoring at over eight runs an over to secure not only the victory but also the bonus point.
